Degree Attestation vs Recognition for UAE and Saudi Jobs
Use four questions to identify the process being requested before you pay, upload personal documents, or delay a job application.

A request for an attested degree can sound like a routine document task. It may instead refer to authenticity verification, government recognition, Saudi equivalency, a work-permit requirement, or professional registration. Those processes answer different questions, and completing one does not automatically complete the others.
The safest starting point is not a document checklist. It is the person or authority asking for the document. Ask them to name the exact service, issuing authority, purpose, and deadline in writing. Then verify that instruction on the authority's current government page. Requirements can differ by job country, degree origin, employer, sector, and profession.
Before acting, identify four facts: where the job is, where the degree was issued, who requested the document, and what the document will be used for.
Start with four questions
- Which country is the job in? A UAE request and a Saudi request lead to different authorities and terminology.
- Where was the degree issued? A qualification issued outside the destination country may enter a foreign-qualification process. A locally issued degree may follow a different recognition or verification path.
- Who asked for it? An employer, work-permit representative, university, government hiring system, and professional regulator do not necessarily ask for the same outcome.
- What exact document did they request? Ask for the service name, authority, purpose, and whether the result must be an attestation, verification report, recognition report, equivalency decision, or professional licence.
Write the four answers on one page before opening a portal. If the employer cannot name the authority, ask the relevant ministry or professional regulator rather than relying on another applicant's experience. Someone with a different nationality, degree origin, profession, or application date may have followed a valid process that does not apply to you.
Four terms that should not be swapped
Informal advice often uses these terms as if they meant the same thing. They do not. The Arabic label also changes with the official country context.
- Attestation or authentication, تصديق أو توثيق: confirms a chain of signatures, seals, or issuing authorities for a document. It does not by itself decide how the qualification is recognized academically or professionally.
- Authenticity verification, التحقق من صحة المؤهل: checks that the degree and its source are genuine. It can be a step inside a wider recognition process, but a verification result is not automatically the final recognition decision.
- Recognition or equivalency, الاعتراف بالمؤهل أو معادلة المؤهل: evaluates whether and how a qualification can be used in the destination system. UAE official services use recognition terminology, while the Saudi Ministry of Education names its foreign-qualification service equivalency.
- Professional licensing, الترخيص أو التصنيف المهني: is an occupation-specific decision by a regulator. A recognized academic degree does not automatically grant permission to practise a regulated profession.

Treat attestation, authenticity verification, recognition or equivalency, and professional licensing as four separate checkpoints.
UAE path: separate the degree origin first
For a higher education qualification issued outside the UAE, the central official concept is recognition of the qualification. UAE Ministerial Decision No. 34 of 2025 defines recognition as checking the qualification's authenticity, the awarding institution's accreditation, and alignment with the national qualifications framework and education system so the qualification can be used in the UAE for purposes such as employment, career progression, or further study. The decision applies to qualifications issued by accredited institutions outside the country. The English decree is marked as an unofficial translation, so the official Arabic text should control terminology.
The current Ministry of Higher Education and Scientific Research journey separates degree verification from the ministry's recognition report. Its Qualification Recognition page instructs applicants to verify the degree through a ministry-authorised partner, then apply for the recognition report. It currently says that, when all requirements are met, the report is issued within two working days. Partner availability, verification fees, and partner delivery times can change, so reach the partner from the live ministry page instead of using an old bookmark, forwarded message, or search advertisement.
A degree issued by a UAE-based institution is a different branch. On 8 April 2026, MoHESR announced that its automatic-recognition initiative covered 38 UAE-based institutions, with digital verification through an approved QR code. The ministry also said the initiative was still expanding. Treat the count and institution list as time-sensitive and check the current official announcement rather than assuming every UAE-issued degree follows the same automatic route.
Recognition still does not guarantee a job, work permit, visa, salary classification, employer acceptance, or professional licence. It answers the ministry's qualification-recognition question. The requesting employer or regulator must still confirm what else applies to the role.
Saudi path: use the Ministry of Education's foreign-qualification service
Saudi Arabia's official service is named Equivalency of Qualifications Issued Outside the Kingdom of Saudi Arabia. The Ministry of Education service page says it covers academic degrees obtained outside the Kingdom and evaluates conditions related to the institution, programme, prior qualifications, study pattern, and submitted documents. Detailed conditions vary by degree and case, so do not reduce the process to one certificate or one stamp.
The live page currently describes the service as free and states an expected completion time of five business days. It lists common uploads such as national ID, passport, degree certificate, transcript, transfer-credit record, preparatory-year record where applicable, internship-year record, and other documents. These are categories, not a universal pack. Follow the checklist shown for your application on the day you submit, and keep the application reference number for follow-up.
Saudi equivalency is not a blanket rule for every Saudi job. Ask who requires it and why. An employer may be checking its own hiring policy, a public-sector system may have a specific attachment requirement, and a regulated profession may have a separate classification or registration process.
Employment is not one universal case
A current Saudi Ministry of Health rule illustrates why sector labels matter. Its employment-system agreement says applications for medical and health jobs require a Saudi Commission for Health Specialties classification certificate and registration card. It also says a foreign candidate must attach an equivalent qualification attested by higher education. This is a Ministry of Health employment requirement for that system. It is not evidence that every private-sector or non-health job in Saudi Arabia has the same rule.
Apply the same caution in the UAE. A work-permit representative, government employer, university, and professional regulator may each request a different document. Ask the requesting party to identify the authority and purpose, then compare that answer with the live government service.
Before paying or uploading
- Ask for the exact service name in English or Arabic and the authority that issues the result.
- Ask what the result will be used for: employer file, work permit, visa, further study, salary classification, or professional registration.
- Open the service from an official government domain. For Saudi services, official government pages end in gov.sa. For UAE recognition, start from the MoHESR service catalogue or recognition page.
- If an external verification partner is required, reach it from the current government page. Confirm the quoted service, fee, currency, delivery estimate, and refund terms before paying.
- Keep receipts, reference numbers, confirmation emails, and a copy of the exact checklist you followed.
Do not send a passport, national ID, transcript, degree, application number, or payment receipt in a public forum. Do not upload documents through a link supplied only in a chat message or unofficial advertisement. If the link cannot be traced back to the named authority, stop and verify it.
Prepare a privacy-safe document pack
Create a private folder for the application, not a public share. Common categories may include the degree certificate, transcript, previous qualification, identity document, passport page, name-change evidence if relevant, transfer-credit details, internship record, and authorised translations. The official live checklist decides what is actually required.
Check that names, dates, institution names, and degree titles match across documents. If they do not, ask the authority how to document the difference. Do not edit a source document to make it match. Use clear scans, preserve full page edges, and retain the originals in case the authority requests them.
When the answer is unclear
Send a short written question to the employer or authorised representative:
Please confirm the exact document or service required, the issuing authority, the purpose in this hiring process, and the deadline. My degree was issued in [country], and the role is in [country and sector].
If the request concerns a regulated occupation, contact the professional regulator as well as the employer. If it concerns recognition or equivalency, use the ministry's inquiry or support channel. Do not guess from a colleague's older case.

- Identify job country and degree-issuing country.
- Name the requesting party and purpose.
- Separate attestation, verification, recognition or equivalency, and professional licensing.
- Open the current official service and follow its live checklist.
- Verify any partner through that official page before paying.
- Keep personal documents private and retain records of every submission.

Common questions
Is degree attestation the same as recognition or equivalency?

Does every UAE job require a recognition report?
